DFMS Operators
A DFMS Operator is a business authorized by the Turkish Environment Agency that carries out the processes of collecting, transporting and verifying deposit-bearing packages and delivering them to recycling facilities.
- Market introducers (individually or by forming a consortium)
- Large stores and chain stores (individually or by forming a consortium)
- RVM/Counting and Verification Line manufacturers (by forming a consortium)
- Logistics or waste management companies (by forming a consortium)
- Commercial enterprises operating under the Turkish Commercial Code (with additional conditions)

Applications are submitted to the Agency via DIMS in line with the announcement to be published by the Turkish Environment Agency. The application file must include originals or notarized copies of supporting documents.

- Tax Certificate
- Activity Certificate
- Signature Circular
- Criminal Record Certificate
- If there is a consortium, a protocol or declaration
- Bank reference letter
- 1. Application is submitted.
- 2. The review committee conducts an evaluation.
- 3. If deemed appropriate by the Board of Directors, authorization is granted.
- 4. The business prepares DESUP within 45 days and submits it to the Agency.
- 5. The protocol is signed → the business becomes a DFMS Operator.
- 6. The authorization is published on the Agency’s website.

- To establish machinery, equipment, facilities, and infrastructure
- To ensure coordination with return points
- To collect the packaging gathered from automatic return machines within 24 hours
- To complete payments at manual return points within 72 hours
- To deliver the packaging to licensed recycling facilities
- To ensure Deposit Information Management System integration
- To take occupational health and safety measures within the scope of operational requirements
The relevant details are specified in Article 8 of the Procedures and Principles on Determining Deposit Field Management System Operators.
It refers to the amount obtained by multiplying the unit price published by the Agency by the number of packages returned/verified at the Return Points and Counting Verification Centers for which the DFMS Operator is responsible.
The Deposit Field Implementation Plan (DESUP) refers to the plan in which the tasks to implement, develop, operate and ensure the sustainability of the Deposit Field Management System are planned and scheduled; prepared and submitted by the DFMS Operator within the periods and processes determined by the Agency, and approved by the Agency.
It must be uploaded to the DIMS Portal within 45 days from the completion of the DFMS Operator’s authorization process by the Agency.
A definite and indefinite bank letter of guarantee of TRY 20,000,000 must be submitted for each Counting Verification Line.
