General Questions and Answers
The Mandatory DMS is an ecosystem in which a deposit fee is added to the placing on the market of single-use beverages for human consumption between 0.1 L and 3.01 L (and other products that may be included in scope) as determined by the Turkish Environment Agency (TÜÇA); the empty packages generated after consumer use are taken back for recycling without impairing their physical and visual integrity, and the deposit fee is refunded to the consumer.
All processes related to deposit practices within the scope of the Mandatory DMS will be carried out via the Deposit Information Management System (DIMS) platform (dbys.gov.tr). Notifications and data flow will be managed through the Deposit Information System (DIS) software within this platform. Additional announcements regarding the process will also be made by the General Directorate of Mint and Stamp Printing House.
Benefits include: establishing the required infrastructure to separately collect deposit-bearing empty packages in a clean manner and send them to recycling to produce high-quality raw material; savings and emission reductions resulting from using recycled material instead of virgin raw material; emission reductions achieved by diverting packaging waste from landfill disposal; contribution to the national economy thanks to reduced waste disposal costs of local administrations; employment opportunities; preventing the “throw away and discard” behavior of consumers/society; ensuring the public’s direct participation in waste separation/collection systems; preventing pollution caused by littered bottles in the environment; and supporting Turkey’s participation in global sustainable development efforts.

Within the scope of the Mandatory DMS; packaging and product classes are determined in Annex-1 and Annex-2 of the Procedures and Principles Regarding Mandatory Deposit Management System Applications. The 1st, 2nd, and 3rd class packaging specified in the table below indicate the packaging types to be registered as of 01.01.2023, and the start date of the registration processes for 4th, 5th, and 6th class packaging will be announced by the Turkish Environment Agency.

The “1st Class” products specified in the table below indicate the products to be registered as of 01.01.2023, and the start date of the registration processes for “2nd, 3rd, and 4th Class” products will be announced by the Turkish Environment Agency.

ANNEX-2 Product Classes Required/Planned to be Registered

Although it is required that market introducers of the products defined in Annex-2 and placed on the market with the single-use sales packages specified in Annex-1 of the Procedures and Principles complete their registrations in DIMS, the registration of these packaged products and their presence on the market with a deposit will be ensured through a phased transition. For Class 1 products to be placed on the market with packages defined as Class 1, 2 and 3 in Annex-1 and Annex-2, market introducers may start the registration process via DIMS as of 1/1/2023 and begin placing their DMS-marked packaged products printed with special ink on the market as of 1/8/2023. As of 1/1/2024, placing on the market packages without the DMS mark for which packaging approval has not been completed via DIMS will be prohibited. The transition dates regarding registration and placing on the market with a deposit for products defined as Class 2, 3 and 4 in Annex-2 (to be placed on the market with the packages in Annex-1) will be additionally regulated and published by TÜÇA. The processes related to the products stated in Class 4 of Annex-2 as “other/undefined beverages” and “other/undefined liquid foods”, and their registration in DIMS, will also be regulated and published separately by Turkish Environment Agency.
The General Directorate of Mint and Stamp Printing House (the Mint) operates as the DIMS Operator and, as an institution authorized by Turkish Environment Agency, carries out its activities by ensuring the design, commissioning and operation of DIMS, and the provision of support and maintenance services to enhance effectiveness, efficiency and security.
It refers to the real or legal person, or the importer, that places products within the scope of the system on the market.
It refers to companies authorized by the Mint that produce DMS-marked packages and labels with special ink for deposit-bearing products.
It refers to the mark that must appear on packages included in the scope of the Mandatory DMS and that can be printed under special conditions only by printing facilities authorized by the Mint. It refers to the integrated marking that includes the DMS logo and the DMS barcode. It will be generated by the system based on the information entered by market introducers in DIMS regarding their company, packages and products, and can be downloaded via DIMS.
There is no pricing tariff at the DIMS membership registration stage. A fee information guide regarding other pricing tariffs will be published by Turkish Environment Agency and the Mint.
In case of a request to change company title information, you should contact the DIMS help desk and request information about the process.
The verification email is sent to the email address used during registration. If it is not in the inbox, it may be in the spam/junk folder. If the verification email is in the spam/junk folder, you must move it out of that folder so that future emails can be received. If the verification email is not in the spam/junk folder either, you should contact the DIMS Help Desk.
To update the system administrator, you must fill out the Change Request Form containing your change request and submit it via the Help Desk.
